How do I get this crud off my windshield?

They've been repaving the outdoor parking area above my underground spot. I felt drips on my head as I re-parked. Next day the windshield was splattered by a bird-crap looking residue that I can't wash off. I've probably got paint damage too, but first I have to be able to see to drive. Can you help, please?
